Liming,

The Azure Pipelines config is 

	vm_image: 'ubuntu-latest'

The documentation on available vm_image settings is here:

https://docs.microsoft.com/en-us/azure/devops/pipelines/agents/hosted?view=azure-devops

Currently ubuntu-latest is same as ubuntu-18.04.
