I have created the following empty repo:
https://github.com/tianocore/edk2-basetools
I have also added the EDK II Tool Admins and EDK II Maintainers teams to this repo.

We'd like to request a repository be made under tianocore with similar permissions to edk2-pytool-library or edk2-pytool-extensions
We'd prefer it to be called edk2-pytool-base or edk2-basetools
This will help us start the next stage.
