After https://github.com/tianocore/edk2/pull/2269/commits/c6c83f98fabbe3e58bc0579bade3a807c93dd690, no consumer to PcdSevEsIsEnabled anymore.
Shouldn't PcdSevEsIsEnabled be removed from UefiCpuPkg?
