Adds the following macros to define the unsuccessful vendor range
min and max (defined in UEFI Specification 2.8):
  1. LAST_ATTEMPT_STATUS_ERROR_UNSUCCESSFUL_VENDOR_RANGE_MIN
  2. LAST_ATTEMPT_STATUS_ERROR_UNSUCCESSFUL_VENDOR_RANGE_MAX
