Ok.  May want to clean up the git .readme pages to not tell people to use something that is broken.

Yes.  The binary version edk2-BaseTools-win32 doesn't work now. It will not be maintained. 

If you still want to use the binary version BaseTools, you can switch to version dd00d6c9eed34b5b4d3fb0c5a5714ceeaed76165 of edk2-BaseTools-win32. It can work. 

And, I strongly suggest to run BaseTools Python from source in Windows. After you install python27 and set PYTHON_HOME, there is no extra step.
