The developers of CryptoConsumer always build binary based on latest platform code.
They prefer to keep the integrity of the platform code instead of changing the CryptoLib wrapper.
The result is that there will be two binaries on the old platform and the new platform.

I believe I have some misunderstanding, after I read the definition again. According to https://github.com/tianocore/edk2/blob/master/CryptoPkg/Private/Protocol/Crypto.h#L24, the version means "The version of the EDK II Crypto Protocol."
It is not the version of the implementation. As such, my comment on bug fix does not stand. I am sorry to bring the confusing.
With that, I don't have a super strong reason to reject, so far.
However, I am still not sure why the CryptoConsumer need link a higher version CryptoLib wrapper, if it wants to work with old CryptoBin.
