MaxCpuCountInitialization is splitted into two:
 - PlatformMaxCpuCountInitialization is for PlatformInitLib
 - MaxCpuCountInitialization is for PlatformPei. It calls
   PlatformMaxCpuCountInitialization then sets PCDs.
