FreeBSD doesn't, but macOS does, and the 'python' binary is Python 2.7.

For FreeBSD we could just set PYTHON_COMMAND - which is better than
creating a symlink in BaseTools/Bin/FreeBSD-amd64, which is what I've
been doing.
