I noticed that RedfishPlatformConfigDxe prints an error message that it 
can't find EFI_REGULAR_EXPRESSION_PROTOCOL.

Should the following change be made to make sure RegularExpressionDxe is 
loaded before RedfishPlatformConfigDxe?
