IMO we could avoid the direct PCD consumption here, and write
if (!DebugPrintLevelEnabled (DEBUG_GCD) ||
((GetDebugPrintErrorLevel () & DEBUG_GCD) == 0)) {
return;
}
In practice, most of the time, the first call will check
PcdFixedDebugPrintErrorLevel, and the second call will check
PcdDebugPrintErrorLevel.
