I am also extending the TPM 2 PPI QEMU code and I am trying to introduce
a variable there as well for holding physical presence flags.

VariableLockRequestToLock - Failed to lock variable
PhysicalPresenceFlags! Write Protected
The variable cannot be locked but it is able to store new values.
Apart from this being an old API, what could the locking problem be
related to while writing to it works?
Also, why does the variable need to be locked and is there an explicit
unlock necessary? Is it for vendor-specifc modules to not be able to
touch it (or any other variables)?
