[PATCH v4 1/3] Platform/AMD: Adds AmdMinBoardPkg to support MinPlatformPkg

Adds initial DEC and DSC file for AmdMinBoardPkg.
This package provides supporting modules for AMD boards to
leverage MinPlatformPkg framework.
