We have an automated test inhouse for testing PXE client implementations and the current UEFI upstream does not pass the various conformance requirements (number of retries, the various timeouts etc.) This does not cause functional problems right now because it's just a matter of error paths not being strictly compliant. Nevertheless I would recommend that if you are making changes to the PxeBc stuff, I would try to follow the appropriate specs.
