I can't seem to remove any packages.  Even the source debug agent one
is used by the uart devices.

It seems I can get rid of PcdFSBClock

and in the protocols section (with some header file removal)

gEfiDecompressProtocolGuid
gEfiS3SaveStateProtocolGuid
